1991: How It All Began
Universal Technical Resource Services, Inc. (UTRS) is a technology firm that provides a wide range of leading-edge scientific, engineering, management, and information technology services to the public and private sectors.
Our journey in aviation safety started in the 1990s, when the FAA introduced Voluntary Safety Programs (VSPs). These programs sought to develop partnerships between the FAA, operators, and labor organizations to share safety data that was previously not accessible. While participation was voluntary, operators who participated could receive a reduction in enforcement action.
UTRS became involved with VSPs in 1991, when we helped 14 major and regional carriers develop, launch, and enhance the first Flight Operations Quality Assurance, or FOQA, programs in the U.S. Thus, UTRS literally “wrote the book” on FOQA for U.S. civilian air carriers.
1990s: The Power of Data
UTRS was pivotal in the development of FOQA programs, which provide objective information about what happened during a safety event. To understand why events happen, Aviation Safety Action Programs (ASAPs) complement FOQA by encouraging personnel to describe the cause of events through confidential reporting.
These programs–and the data they generate–have led to innumerable changes to protocols and procedures that increase the safety of our skies.
2005: WBAT Launch
In 2005, UTRS released WBAT (Web Based Application Tool), a national data acquisition, storage, and information management system. Eight operators were using WBAT by the end of 2005, laying the foundation for what would become one of the most widely recognized aviation safety management platforms in the industry.
At a time when many operators were relying on disconnected systems and manual processes, WBAT provided a secure, web-based environment for managing critical safety information and supporting voluntary safety programs.
2010s: Expansion of WBAT
After its launch, WBAT grew steadily, with increasing adoption across commercial operators and expanded functionality to support safety management systems. What began as a solution focused on collecting and managing safety data evolved into a comprehensive platform supporting key elements of a modern SMS.
2020: FAA Award
2023 & 2024: Fuzion Safety & Academy Launch
In 2023, UTRS launched Fuzion Safety to bring together WBAT support services, ASAP facilitation, flight data analysis, and safety consulting under one unified brand.
2025: FAA Renews Contract
The FAA continued its commitment to the WBAT platform through a renewed five-year contract designating Cypher, LLC as the prime contractor and UTRS as the key subcontractor.
2026 & Beyond: Flying Forward
Fuzion Safety continues to innovate, support, and collaborate with operators across the aviation industry.
More Than a Platform
Today, over 20 years after its release, more than 200 operators use WBAT. Its comprehensive suite of tools supports the collection, processing, management and analysis of ASAP and incident reports, investigations, audits, evaluations and risk mitigation plans for all employee groups involved in an organization's operations.
